As a giggle set a mouse trap!!
The first thing I do is is look to see it is a mouse with a roller ball in it and if so I pop out the ball and check to see if lint and dirt has built up on the roller controls. If that doesn't work I try a different mouse.

Step 1) Make sure properly connected
Step 2) clean bottom surface (Optical) , Clean Ball and scroll connectors(Ball)
Step 3) Use a real mousepad (a file folder doesn't do it)
Step 4) make sure computer is detecting it properly
Step 5) If all fails replace mouse

make sure your mouse and keyboard aren't in each other's ports.
Many keyboards will work on the mouse port, but the mouse pretty much never works in the keyboard port.

if the cursor moves wierd, take out the ball and clean, if that don't help you buy a new one
