When countries are statistically ranked from richest to poorest, they're usually going by Gross Domestic Product (the combined value of all goods and services) per capita (GDP divided by total population), adjusted to reflect differences in purchasing power (PPP). The two things that could drastically lower a country's standings are an accelerated increase in population and a devaluation/depletion of its main industries.
Niger illustrates both criteria: it's population has grown steadily in the last 20 years, while the post-Cold War global demand for uranium has steadily declined. Furthermore, subsistence agriculture (the backbone of central African economies) barely even registers with the GDP, especially in a land as prone to drought as Niger. I'm sure the massive political upheavals of the 1990s didn't help.
At the moment, most of the latest "poorest country" lists by GDP are topped by East Timor, which is very new to being regarded as an independent economy. Its economic infrastructure was mostly destroyed by warfare, a crucial third factor that can bring desperate poverty to a country that might be a mineral goldmine. It takes considerable expense, a skilled workforce, a functional transport infrastructure, the ability to move goods across borders easily, and a stable government with favorable trade agreements to make a country's natural resources benefit its own population even slightly, and warfare eliminates all of those needs.

Poorest contanent is Antartica....but that is not a country...I don't think anyone even lives there...but the navy does have some base there...
