It does not relate to type of lamps they are using. I think it depends on the people's culture. In areas using blown bulbs widely, concentration of people is more than other parts, and energy consumption is higher. Therefore, buildings are built much more condensed than other areas, preventing transmitted wave to be received strong.

Believe it or not, the power of TV waves in such directions is also chosen as less as possible by TV broadcasting companies to reduce their costs!
