Err. . . . Since you are doing your PHD now, I would think you will not be required a Work Permit but an Employment Pass (a special one for your qualification).
However, for that, you will need your potential employer to get it done for you through Ministry of Manpower (Not embassy). MOM may on their own seeking some endorsement from the Embassy, but that is transparent to you and your potential employer.
Most important matter is, you will need to have someone who is willing employ you and to do all the paper work for you.
If possible, try to get the potential to arrange for an apartment. It is not so difficult to get one, but it will save you the stress.

PhD in KM is somewhat heavy and kinda limits your options to the large consultancy companies (like IBM BCS), specialists like Gartner, Software Solution Vendors (like SAS), multi-national companies which have large investments in KM or a lecturer post in one of the institutions of higher learning in Singapore.
Why not go to the websites of such firms and also the major Recruitment firms and indicate your interests and/or check for vacancies in Singapore?
Your prospective employer will be responsible for applying for your work visa (it's called Employment Pass - EP). The issuing authority is the Ministry of Manpower (MOM).
Work Permit are issued for non-professional workers - they are more restrictive and are not applicable in your case.

It will be the Singapore Embassy who will process your paperwork and eventually give you your work visa....
