I really don't know what you mean, but one reason for the bios CHIP not to be right beside the CPU is simply because the CPU doesn't talk directly to it, the CPU has to go through it's address decoders and so forth to talk to devices
And I am really not sure what you mean by the second part, but the information that is in the BIOS is not needed once the system starts to load the OS (yes, if it's in a socket, once the OS is loaded, you can REMOVE the bios chip if you are super careful. This is handy if you botch a bios upgrade, as you can boot with a good bios, replace the chip with the one you bricked, and flash the bricked (screwed - functions like a brick) bios chip back to life).

Many things are not beside CPU on motherboard. Does it means they stopped when PC is running?

the bios is ran in that spot to make way fer other pathways on the mainboard, many pathways cause different functions so to keep in line everything is made like that for a reason
