None of the above. Its the people that inhabit the country that are most responsible for building or destroying a nation. Bureaucrats do nothing but enforce the rules that the Politicians make. Politicians are very receptive to the will of the public. **when enough of the population gets pissed off about what ever topic the Politicians are arguing over, the government changes.

The government is made up of politicians. The government can stop bureaucracy, so i would say that the politicians that make up a government can destroy a nation. Better yet corruption is a big problem so it can really destroy a country. But it's up to the people to build a proud nation.

the People... For the people, by the people. You elect the politicians which make up the government. There is a little bureaucrat in all of us.

The people because they empower politicians that form the government, who in turns feeds bureaucracy and the politicians themselves who abuse the power granted to them and consume the country's resources for their own agendas.

It is only a proactive citizenry, involved in government from the local level to the national level that ensures an ethical and practical government.
