I was able to get a one-year multiple entry visa at the local consulate. I am not married to a Filipino. The cost was $90 USD.

Check out this link. You get a 21 day visa upon entering the country and you can extend it easily via travel agencies. Some of the hotels I have stayed at also provide this service.

When you get to the airport you can get a 21 day tourist visa. If you are married to a filippino citizen then you can extend the visa later up to one year.

like homeboy said you have 21 days as soon as you arrive in the philippines, but if you want an extension just go to the airport and ask for an extension for your flight, and then go to the embassy after that.
