Some houses are movable, if they're built on raised foundations. It's frequently done in Queensland Australia. When you move, you take your house with you. (you need to build new foundations though.)
Roads are not just the black tar that you see on the top. They require compaction of the soil and multiple layers to handle the weight of heavy traffic. They also need drainage to keep the water from settling under the tar

Houses are movable. Even the 9,600,000 lb. Cape Hatteras lighthouse in North Carolina was moved 2900 ft. back in 1999.

What would be the point of making them moveable?
Roads do not need to move because the traffic on them does.
Houses do not need to move because we have caravns & mobile homes if we need them.
