Three. By convention, multiplication has a higher order of operation than addition, so is performed first, then the addition is performed. Thus,

0.5 x 2 + 2 = 1 + 2 = 3

(i.e., half of two is one, then plus two makes three).

If you had asked how much is half of the quantity two and two, that would have made it more clear that you intended to evaluate

0.5 x (2 + 2) instead.

This illustrates why math employs symbols with precise syntax to communicate with less ambiguity than afforded with natural language usage.

If you want half of 2 which is 1 and 2 then 3.
Other wise half of 2 + 2 = 2

It depends entirely on how one parses the sentence.

If you mean "How much is half of the sum of two and two," then the answer is (2+2)/2 = 4/2 = 2.

If you mean "How much is the sum of half of two and two," then the answer is (2/2) + 2 = 1 + 2 = 3.

The sentence, as written, is an example of why we use mathematical symbols instead of English: English can be imprecise.
