Because while a person is smart, sophisticated, enlightened and thoughtful, people are dumb, ignorant, childish, panicky and heavily suceptible to mass hysteria.

That plus the fact that in corporations, no one likes to take responsibility. They are all there to get paid and stay under the radar as much as possible. No one likes to be the one blamed for the failure of a particular decision.
