What life would exist with no land and no fresh water. Would birds have evolved, after all we have flying fish

Without mountains or seabasins, water would cover the whole earth to a depth of 2.7 km, or 1.7 miles.

Birds have not evolved.
For a bird to function it needs (for example):
specially designed light bones
a different design of lung so it can breathe while flying
feathers with tiny hooks and barbs so the filaments stick together
an oil gland to oil their feathers

Any of these features on their own would be useless, and would confer no benefit and would not be selected for. In any case, there is no known mechanism for the genetic information for these features to suddenly appear.
A mutation might result in abird that can't fly any more, but it ain't going to grow a pair of wings on a lizard!
The idea that a bird evolved from something other than a bird has no scientific merit, and is not supported by any actual evidence. It is a (bad) philosophical idea.

Check out the woodpecker:
extra strong beak
strong skull
shock absorbing tissue
sticky tongue for catching the grubs at the end of long tunnels
it's long tongue is too long to fit in its beak so it wraps it around the skull under the scalp and inserts into the right nostril!

Even without dry land, there still would be the ice caps which could be colonized by enterprising plants (algae to start with) and beings feeding off them.

In the absence of mountains, the climate would be dramatically different. The air currents might be more regular in the equatorial zone. Possibly stronger, too.

The sediment on the ocean bottom could be different in the absence of detritus from land masses. This could mean than marine life would have developed in a different way - possibly even without fish, arthropoids and crustaceans as we know them.

Without fish there could be no birds. There could be a direct evolution from fish to airborn creatures - the TV-show "The Future is Wild" had hypothetical "flishes", fish-descended air-breathing fliers.
