BMW changed over their line around 2000, so '99 or before is going to be a little dated. That said, the fastest, best performing model of that era is the M Coupe (not to be confused with the M3 Coupe) - http://www.theautochannel.com/vehicles/new/reviews/1999/afrankl_bmw_mcoupe.html. The M Roadster - http://www.edmunds.com/edweb/palmer/99BMW.MCoupe_and_M.Roadster.rt.html - is also fast, but loses a step and some handling without a roof. Both are based on the Z3 body (in the same way the M3 is based on the 325/330). The 2000 M Coupe got the new M3 engine (330 hp for 2000 vs. 240 for 1999), but will also be more expensive, if you can find one.
BMW also made the M3 and M5 around that time. M5s will be expensive, but the M3 is a practical choice, and probably the least expensive.

Should be the Mc Laren F1 super car its top speed is way over 200 MPH and 0-60 MPH in 3.1 beats. By 1999 its price is already over 1 million U.S dollars

The M6 top speed is limited/restricted to 246km/h without it it can push all the way to 300km/h, its a fast car good acceleration because of low weight and highpower(The ratio to pw and weight is 3.57). If your looking for the fastest ever BMW built I would say the G-Power M6 Hurricane, but it isnt stock its modified by a tuning manufacturer. If you took every car BMW made in stock, the M6 would be the fastest, there is alos coming a third generation of it in summer.

Like the attitude but not sure of how to answer as speed and BMW are a bit of an oxymoron apart from a few exceptions.
However, how do you define "really fast"???
Do you mean 0 - 100 km/h or top speed?
As a personal example:
My 840 (e31) which I have upgraded, does 0~100 km/h in 6.3 seconds. It tops out at 268 km/h
My standard 325i, in sports mode, beats this car to 60km/h without too much pressure. (After 60, no chance, eat my dust!).
I expect you would look at the Ms, but , beware, pricey to buy and maintain.
I guess the real answer is, how fast do you really want to go and how much are you willing to pay to get there?
Anyway, when you get there; enjoy it.

I have a '99 ///M3 and it pwns. It blows the doors off M5's. M5's are too damn heavy. And anything above '99 has the E46 platform which was built more for luxury, while the E36 was built for going fast. Ultimately, when BMW M finally decides to produce they're M1 that would be the one to get. The M Coupe is a good choice, too. M version Z.

Get yourself an ///M3, or an ///M5, if you can afford one. After appply some new exhuast pipes and make your car sound damn aggressive. If you're looking for good performance with affordability, maybe get a 330i. But overall, 645i or ///M6 is the main idea of BMW Speed.
