Both acids and alkalis (aka "bases") are highly reactive chemicals, and their strength is measured on the pH scale. pH below 7 is acidic, pH 7 is neutral, and pH above 7 is alkali. Water (neutral) pH = 7. Acid lower than 7. The lower the pH, the stronger the acid, e.g. HCl (Hydrochloride).
