Ilham Heydar oglu Aliyev (Azerbaijani: İlham Heydər oğlu Əliyev) (born December 24, 1961) is the president of Azerbaijan for the New Azerbaijan Party (since 2003).

He was the prime minister of Azerbaijan from August until November 2003. As the son of the ailing president Heydar Aliyev, he was the proposed successor as the leader of the state. Presidential elections were held on October 15, 2003. He won the election, reportedly with 77.97% of the votes, and took office on October 31, despite complaints that the vote was rigged in his favor. The International Election Observation Mission of OSCE noted a number of irregularities in the counting and tabulation. Peter Eicher, head of the Mission, commented: "This election has been a missed opportunity for a genuinely democratic election process. We were particularly troubled by the level of intimidation and unequal conditions for candidates during the campaign."

Aliyev's uncle, Natiq Aliyev, is the head of the State Oil Company of the Azerbaijan Republic (SOCAR). SOCAR is the largest employer in Azerbaijan, and it is also a 19 percent stakeholder in the Baku-Tbilisi-Ceyhan pipeline project. According to PBS, SOCAR is also perceived by many to be the largest corrupt organization in a country notorious for crooked dealings.
