Because they're complex, and they generally have to run on a wide variety of hardware configurations, some of which may not be available when the OS is developed.

If you don't believe me, grab a copy of the latest Linux sources and give it a whirl. Operating systems are great fun :)

Its not so easy like eating banana ..
Its purely a trial and error method in order to combat high speed era of IT. we need to update it daily in order to suit for the changing hardware, technology and user requirements.
