ikobo can withdraw the fund from paypal?

yes,i am a foreigner and i never been in the usa but i need an us bank account to get my fund from paypal.i seek help from paypal and they told me i can open an usa bank account without go to usa but they don't want to tell me which bank does provide such service.
please assis me.

so which usa bank provide such account without such id?
i saw a lot of info in the internet provide it,but have to pay.

Bank of America and Wells Fargo Bank open accounts for legal residents even if they are not citizens. The key is to get a tax identification number from the Internal Revenue Service. Good luck getting one from them without being a tax payer. The number is 1-800-TAX-1040 I think but I am not sure of the phone number.

CitiBank should they are world wide but based in US
