What's so great about Canada?
I mean, Canada IS a nice place, but there are many other nice countries.

Does your girlfriend live in Canada?
Perhaps she would be willing to move to a different country where English is the main language. Consider Great Britain, the US, Australia, South Africa.

I don't understand why you can't move to Canada? What happened when you tried to move there before? Are you trying to move there from the USA or another country? I have traveled and camped throughout Canada and I love to place...except for its very high tax rates and socialist system. What is keeping you from moving there...a criminal record? A couple of ways to consider....
Contact the Canadian embassy or mission nearest your location and find out the procedure for obtaining a resident visa and a work visa. Also, you can consider becoming a Canadian citizen and ask for information on that process. You can also travel to Canada and when you are there, contact their government office that handles the residential and work visas. As far as a girl friend...your on your own with that concern!

methinks maybe you would also need sufficient skills to earn a living in Canada. Or are you expecting the Canadian girlfriend/ wife to pay for the "happy life"?
Could your lack of a skill that is desirable be the reason the Canadian authorities wont let you move there? then the best way might be to obtain the sort of qualifications that are in short supply there. Enquire with your Canadian Embassy or Consulate.

your case sounds like hopeless case unless you find some gf online who accepts to marry you.
