I want her to visit me, but I do not want to get married with her just yet. I visit her several times a year and I wish for her to visit me at my place when I can't go to her place. I live In California and close to the Mexican Border. I have an apartment one on each side of the border. i know of the fiance' permit, but I only wish for her to visit not stay and live.

As I'm sure you are, or will become, aware that a tourist visa to the USA is impossible under normal circumstances.

I have found the requirements for a Mexican tourist visa:
She must contact the nearest Mexican Embassy or Consulate to apply for your visa and migration form.

She must submit:

Passport or valid identification and travel document.

Proof of economic solvency, with one of the following documents:
Proof of stable employment or independent activity in her place of residency, accrediting a minimum monthly income of US$ 500.00 (PHP 26,000) or
Proof of real estate ownership, duly registered in your name, or
Copy of your bank or securities account statement with average annual balance of at least US$ 2,000.00 (PHP 104,000) or Copy of an international credit card.
Airline ticket confirming your return to your country of origin or residency.

Well, you have a problem...without being married, I dont see that to happen. I know that is not the right reason to marry someone, but I see that is the only way for her to be here in the US or Mexico. With the fence going up along the border there, I dont see her hopping it,,,LOL, with out a passport over here, she can not come. I have some friends that came from there and they had to get married just so the woman could be in the states.
Mexico..I am not sure on the laws there, but they need to stop hopping the fence, b/c if ruins it for the good ones that do want to come and visit or live.
Just dont get married til you feel its right. Dont let the ways of the world influence you into doing something you might be sorry for down the road...

good luck homeboy, you are pretty much screwed up in the head. Why have the thought of torturing her, why are you involved in the first place. And why can't you visit her, aren't you man enough to go to the philippines by yourself. you don't know what you are missing, the philippines is more beautiful than california and the border of mexico combined, and I think more beautiful than mexico, don't get me wrong I have nothing against mexico, it is beautiful in its own way, but I prefer the philippines, like boracay, now that is beautiful.... well you are on your own on this question.

She can either apply for the Resident Visa or the Resident Visa lottery, or just stay in the states on her Travel Visa, when her time is up, cross the border, get it stamp, come back in.

Depends on the Visa Requirements. Usually you just need to leave the country and come back in.

Well, good luck! I know a lot of well-off people especially young women who are not given tourist visas to the US. It is easier for you to go to the Philippines than for her to go abroad. I'm not sure about Mexican tourist visas but she can go that route.

opt for a tourist visa then....she will need some documents to back her status and finances too...she would also have to convince the immigration that she is going back to her country because if she uses you as her purpose of visit....im afraid the immigration will just deny it and will advise for fiancee visa...

so, it's much easier if you'll visit her instead....
