Similar, but cologne is stronger (more scent). You can think of after shave as cologne diluted with alcohol. Some aftershaves have additional skin emollients added.

Aftershave is a lotion, gel, or liquid used - mainly by men - after they have finished shaving. It may contain an antiseptic agent such as alcohol to prevent infection from cuts as well as numb damaged skin, a perfume to enhance scent, and a moisturizer to soften the skin.

It is also referred to as Eau de Cologne.

Noted brands include Axe (also known as Lynx), Old Spice, Global Gillette, Crabtree & Evelyn, and Brut.

Many fashion designers lend their names to brands of aftershave. Popular examples of this include Hugo Boss, Calvin Klein and Tommy Hilfiger.

Eau de Cologne (French for "water of Cologne" or "Cologne perfume", Kölnisch Wasser in German) is a type of light perfume that originated in Cologne, Germany and is defined by its typical concentration of about 2-5% essential oils

In a base of dilute ethanol (70-90%), Eau de Cologne contains a mixture of citrus oils including oils of lemon, orange, tangerine, bergamot, lime, grapefruit and neroli. It can also contain oils of lavender, rosemary, thyme, petitgrain (orange leaf), and jasmine.

Eau de Cologne, or just "cologne", has now become a generic term. Ironically, however, the original Eau de Cologne from Cologne is not an Eau de cologne, but an Eau de toilette, because it contains more than 5% aromatic compounds.

Cologne is a "fragrance" meant specifically to perfume the body. After shave is a "fragranced" lotion or tonic meant to soothe the freshly-shaved skin, and provide an alcohol-based antiseptic solution for nicks that may occur.

Eau de Cologne is not only "after shave".
That is: Eau de Cologne can be used not only after shave but not every "after shave" can be used as Eau de Cologne :-)
