Crayons are made up of wax and although they still contain oil, pastels do not have wax and have alot more oil. Pastels, in a way are alot like a condensed paint. You can smear, smudge and control the amount of color you get. With crayons the coverage is broken by small clusters of wax, making it inconsistant. But with pastels, the color is smooth like velvet.

I guess you mean oil pastels. Oil pastels are softer, have more color saturation, blend easier, and are more for people who are really into art, since the cleanup can be time consuming.

Pastels are practically 100% pigment. The color does not stick that well to the surface. Depending on what you want for effect you use the one or the other.
