On average, women have slightly lighter skin than men. On a cultural level, color metaphors for race have evolved based upon genetic variations in human skin color.

Pigment protein melanin is a protein that melanin cells release in order to protect our skin from harmful substances like rays from the sun.
The complete removal of pigment isnt possible because it is embedded into our integument system at a microscopic layer. On the contrary, it is necessary in order to protect our skin.
Contrary to popular belief, Michael Jackson did not remove this pigment but rather has a disorder involving pigmentation. His disorder is called vitiligo. His entire facial skin looks white because it the rest is eavened out with make up.
In albinos, pigmentation is missing thus makes them more prone to cancer due to the hrmful effects of the sun.

We call removal "pigment lifting" which is available and works very well if the technician is trained in the process. Typically only small areas should be attempted to be lifted with either a salt/saline mixture or a similar "lifting" product, used for this purpose only? trying to removal larger areas of permanent makeup pigments will require more extensive treatment, such as a laser. It'd be a heck of a lot easier to just get a temporary tattoo! Honestly, if you are getting a tatt just to have it removed than DO NOT get one! Having it removed hurts like all get out and no matter what you do you will still be able to see it a bit.

skin bleaching or reversing sun damage like age spots. japanese have alot more products than we seem to here in the us for skin lighting, we have more tanning products instead.
