Is it lower than 0 centegrade? are there any problems with the roads, caused by snow/ice?

Norway is huge--over 2000 km from north to south--so your question needs to be more specific. I live on the southwest coast of Norway. Oct 6, 2002 we had snow. Last October (2005) I was in short sleeves and shorts grilling on the patio. It can vary a lot, even down here in the mildest part of Norway.

There is a saying--"No such thing as bad weather, just bad (wrong) clothing." Very true for Norway, pretty much year-round. A more localised saying we have is "If you don't like the weather, just wait 10 minutes." I've been through 3 seasons (weather) in one day in May (rain, sleet, wet snow, then sunny and warming, then repeated all in one day).

Snow tires are required on cars from October-April; it is the law. You will need them almost everywhere in Norway for most of that time.

THE COAST OF NORWAY IS LONG AND INDENTED. THE ATLANTIC
COASTAL REGIONS HAVE MILD WINTERS DUE TO THE GULF STREAM.
HOWEVER IN GENERAL GALES, RAIN AND CLOUD ARE DOMINANT
WEATHER FEATURES. OVERALL THE CLIMATE IN NORWAY IS
CHANGEABLE THROUGHOUT THE YEAR. INFLUENCED BY ATLANTIC
WEATHER DISTURBANCES.
DEPENDING ON REGION TEMPERATURES RANGE FROM +10 TO -40 IN
CLOTHING

Some roads (high mountain passes) are closed during the winter - you would need to find out the dates if you intended to venture up to the fjord region. If you are staying down south/toward Oslo I don't imagine it would be much of a problem, and given the proximity of much of the country to the sea, the weather should be fairly temporate.
