I would be the government and there would be STIFF penalties for breaking the law - especially drug charges and crimes against people or involving violence. I also hate thieves (work for it like everyone else) so I guess I would just have to make the penalty for all crimes start at 20 years and go on up and convicts would have to serve an absolute minimum of half of their time to be eligible for parole and all criminals would be deported to their homeland. (remember this is my island and I am the only one who lives on it everyone else just visits or works during tourist season and then goes home).
