Ralph Wiggum.
I love that kid.
When the 'camera' goes to him you know he's going to make you laugh, but you never expect what comes out of his mouth.

Mr. Burns - because he's just a greedy spoiled child at heart looking for fun (He made Homer be his prank monkey, etc). Also, many of the funny classic Simpsons episodes were focused on Mr. Burns.

I also agree that Patty and Selma are the best characters, they provide more emotion to the show yet can still produce great one-liners.
