but yeah i really cant think of an explanation, and i'm usually good at coming up with at least SOMETHING. i think the earlier answerer may be right about wearing them inside his shoes. if his shoes are big enough it wouldn't be too hard.

IF he is wearing his suit under his street clothes, then he is wearing his red boots under his socks and shoes. He may keep the suit tightly folded in one of his pockets or in his breifcase. He may even have more than one suit. He is pretty fast, so it is difficult to know for sure.

the boots are skin tight too there more like thick socks he hides them under his shoes and socks but he keeps his cape in his pocket super compressed

i agree with CeCe anything could happen or they could be really futuristic. i mean... it's the same thing with pluto and goofy... why can goofy walk and talk like a human but pluto acts like a reg dog? it's all cartoon stuff.
