Think of the reverse. Call it a build afterward? The suffix, and the meaning follow more closely than it seems. "Surf" is an abstraction, "to surf," "to get ready to surf," yet the act of surfing as it is conducted, "surfing." The building, after completed, thus is in the "now" stage.
