North Korea's government will do what ever they can to distract the world from the fact that its people are poor and starving. Since most US forces are committed to the Iraq quagmire, North Korea knows that we cannot back up political threats with military action. It is more likely that South Korea or Japan would strike unilaterally.

If koreas missile is anything like their cars (the HYUNDAI) i would laugh when they do.
it will fall apart before it even got to the ocean, and explode with the force of a bottle rocket.

However with their missiles out in the open, the likelihood that the US will attack them is greatly reduced..
