It probably doesn't have a flash player installed.

Code your page to test for a flash player and link to the download if needed.

If I were you, I would take a more radical approach: Nobody uses IE for the Mac, so don't worry a bit about it. 99% of Mac users use GOOD browsers like Safari or Firefox or Omniweb or Camino or Mozilla. :)
