Ad-Aware and Spybot are both free and I use them regularly. They remove and block a ton of spyware. Also, the Yahoo toolbar is useful for this. A good pop-up blocker is also priceless.

Umm, well that would heavily depend on how THEY were tracking YOU.
If someone is just looking at files you downloaded, or if they installed a "keylogger" of some sort, you're screwed. There's no way to track what they're tracking unless you spy on them.
You never said if you're worried about someone that uses your PC, or someone hacking from another PC. But even if you do answer that question, I'd say you're a bit paranoid. Learn how to cover your tracks. Search on Yahoo! or Google.

and find PC-Cillin Security..and download it......there is a program in it that identifies all strange IP addresses that are a part of your network..
there are also freeware that identifies those IP addresses....they tell you the owners name..address......and Internet Provider for you to contact..Ive done it in the past....I dont remember that particular program.....but Ill look...contact me at robinthebear@yahoo.com
also...get yourself and learn to use a good Protocol Analyzer..that will help you bigtime...

its true that there really is no way to be 100% sure, but the mainstream scams are all tracked and combatted by ad-aware, previously mentioned. you can get it at www.lavasoft-usa.com
