Check out Rotary Youth Exchange! I've done an exchange with them, and I'm about to do a second! I just can't tell you enough good things about the program. And it is almost the most afordable of all of them. Check it out http://www.rotary.org/programs/youth_ex/index.html
I would suggest the year program if you can, the experience is really much better if you can do a whole year, better culture emersion and such.

i don't have any definite answers to your question but i would recommend looking into Cuba or Venezuela. they both spend more per ca pita for social programs and education than "1st world counties"
