does the car speedometer measure in average speed or instantaneous speed or both??

It's an instantaneous reading with a very very slight time delay.

What? A speedometer measures speed by the times your wheel turns one revolution. So many revolutions equals so much measurement on the speedometer dial. it usually measures in tenths of a mile and it does not average anything that I know of. The only way it does not measure accurately is if the tires are not the recommended ones for the car in size and don't turn the number of times calculated for the car's speed and if the cable has stretched out and is slapping around inside the sleeve and then it will show on the miles per hour guage by boucing all over the place without any idea of accuracy.

Are you interested in limiting the speed to 45 mph or just limiting the speedometer to 45? Limiting the speedometer to 45 will do little good. Limiting the speed to 45 means that NO ONE would get anywhere in Texas, Oklahoma, etc. It would also dramatically increase the cost of EVERYTHING shipped by truck (hint - if you got it, a truck brought it). It would take longer to ship and that means that drivers/shippers would have to raise rates to compensate for the increased time on the road. If you wish to limit your own speed to 45, have a ball. Some of the rest of us have other ideas.

Instantaneous naturally, average would be pointless. Try to explain to Smokey how you were only averaging 55 when he stopped you for going 80.

Instantaneous, but analog ones can't be completely accurate.
