Budget is $100. We already called church buses, public bus companies, car servives, and van rental services ... resulting in no availibility or exceeding budget.
Any suggestions?

If you all ready have 13 people in a van, the cheapest way is to drive it. They are going to have to get out of the van to go to the island though.

Easiest and cheapest way to get to Rikers Island is to commit a crime I would guess..

make everyone chip in on gas but it might be over 100 dollars or you could get a car with good gas mileage
