Well it's the last resort really and there is no other choice. A reply would be disadvantageous to the winning team, as they would have to play an extra game before facing their next opponents.

I believe this has happened once in 1990, either Egypt or Morocco went out this way. I think Holland were the lucky toss winners, but they were beaten in their next game against Germany.
