What does that mean? That they don't know the answer?

It means that they are trying to divert the question away from themselves. For instance:

Girl: Where have you been all night?
Guy: Where have I been? I've been trying to call YOU all night!

Succesfully not answering the question.

* In other cases it means that they don't really know the answer to the question. For some people, it's too hard to say "I don't know".

* Some people do it just to be annoying. Remember the Disney version of the Jungle Book, with the vultures? "What do you want to do?" "I don't know, what do you want to do?" "I don't know what do..."

* Others may be trying to get clarification on something, in a paraphrasing sort of way.

I think it's annoying either way. If you ask a question, how hard is it to give an answer?

When people answer a question with a question, it may mean they have full understanding of the question and know the answer outright. However; they may be born "teachers" in that they are helping the one asking the question to find the answer for themselves. By asking another question, they are simply asking that the person think a little bit more about what they have asked but in simplar terms than the thought that generated the original question. The person answering the question by asking the simplar question may think that person will have a "light bulb" moment when they see their question answered in such a way. Depending on the age and sex of the person asking the original question, this manner/technique may seem demeaning, but in no wise is intended to be so. Just be happy they took the time to acknowledge your question and valadated its worth. Have a good day.

Well, a truly wise man has more questions than answers. However, asking a question to answer one is only showing a better way to look at the situation, or offering another point of view.

For instance, I could respond by saying, "Well, why do people give stupid answers to questions when they don't know the answer?"

Most people answer a question as a question to make you think more.

Sometimes the answer is so obvious that the answer is phrased in a question, to guide the asker to think about the question in a way that may lead them to asswer their own question.

I don't think that its not that they don't know the answer to the question but more that they feel you have asked a question that is just inappropriate or just none of your business.

In some cases, the asker does not provide enough information to answer the questions.I happens often in the science category.

It usually means that the person is avoiding truth, which probably has something to do with the answer to the original question.

Usually because the original question was too vague and cannot be answered accurately unitl more information is given.

Because they want to know exactly what the people is really asking. They might answer it question wrongly.
