It's caused by excess organic material in the water. If it was soapy enough to foam, your fish probably wouldn't be doing well, and your filter would be causing some foam as well. Anyway, it's pretty simple to remove. There are plenty of fish-safe/plant-safe foam removers.

For example, http://www.pondliner.com/CCFoamRemover.htm

You may also want to check out your filter system to make sure it's adequate to prevent the foaming.

probably just bubbles or something in the rain reacting with something in the pond. how long does it take for the foam to go away?

are there cesspools nearby ? they have soap in them, the water table may rise during a rainy time and deposit it through the ground sepage into the pond ( the lowest point geographically around that area), road runoff may also contribute to it, as well as agricultural runoff (Fertilizer)

Maybe the pond is polluted with something. Get the pond water tested.
