Start Internet Explorer -> Tools -> Internet Options: in the Advanced tab,
check the option "Reuse windows for launching shortcuts."
See: http://support.microsoft.com/?id=241911

Go to START then programs then accessories and then system tools. Try doing a restore to yesterday and click on SYSTEM RESTORE. It might fix it.

You might want to upgrade your IE to 7.0. You can have tabbing feature to open multiple windows in just one browser, and so you wont ever have this problem again.

Minimize the window by pressing the far left icon in the upper right hand corner. Reclick the shortcut on your desktop. Hope this helps!
