I'm wondering what is behind this question. I see a person who may be living this question, a person who never fully falls asleep, but finds themself in a continuous state of waking sleep, or what might be called a semi-dream-state. OR, the question is metaphorical. In which case, the answer is obvious because the two statements are not contradictory. You never stop dreaming,(that is, thinking of the best and highest for yourself and all the world), especially when you are among the few who have stopped sleeping(as in wake the hell up!). Thanks for an interesting question. Sincerely, UCSteve.

If a person doesn't dream, then psychosis can occur so dreaming is necessary to be normal. Dreaming occurs in the REM phase of sleep. Did you know that people with sleep apnea have bad dreams(nightmares)?

The fact is, you DON'T stop sleeping, really. If you did, you'd stop dreaming, too.

Because dreams have nothing to do with slumber.
