I answered someone else's question which is vary similar, i wasn't given much information so i just gave the basics i hope this will answer it for you (plus i changed a few things to tailor it to your vehicle) to read my full answer do a search for "bonneville won't start" so you know that this is my answer
ok, i have a few questions for you before i can diagnose the real problem. GM V-8s are driven by a chain and if thats broke you would hear a nasty sound upon starting plus when you try to start it, the turning over will be at an unusually high rpm, if it turns over at a high rpm it could be the timing chain, or even it could be that you have a valve sticking open, possible, but unlikely on today's newer engines with fuel cutouts. When the you turn the key and the engine turns over at normal rates but wont fire, get your compression tested, it could be a blown head gasket, unlikly but possible. If you turn the key and the starter goes but doesnt seems like the engine is turning over, either you starter won't engage the little gear it hass or you stripped your gear ring off your flexplate (i assume its an automatic) believe me it happened to my buddy's honda. If when you turn the key and it just clicks. The simple answer is your battery but i figured that you ruled that out or your solonoid on your starter is working improperly, but once again I think the engine is turning over. If its fuel injected take a volt-ohm meter and check the voltage on the wires going to the injectors. I couldn't be able to tell you what the voltage is supposed to read, consult your local parts store/dealership or a chilton or a haynes manual. They should include the proper voltage for your injectors. you said you have spark, now i'm sure you probably did but check to make sure your wires are going to the right place on your coil pack, if your not sure consult a chilton or a haynes manual for proper schematics if you cannot make out the diagram included under the hood if available or in the owners manual if its there. Also make sure your spark plugs are gapped properly, the spark plug gap should be somewhere on a sticker under the hood if the car isn't anything more than like 15 years old. but thats beside the point. If your gas pump is good and your filter is good what about your fuel pressure regulator. I'm not sure where this is located but the easiest way to test this is by checking the fuel rail, there should be a relief valve somewhere on the fuel rail. if none is present, unhook the fuel rail from the fuel line, and have a little containter present to catch the fuel if the fuel delivery is good. If there's fuel and compression and spark and the engine turns over and you wires are connected to the right places and your injectors are working then it has to be timing. Hook up a compression tester and check your spark just after the compression stroke making sure to pull out every spark plug and unhook all the wires from the plugs save for the plug that coinsides with the compression tester. If spark is present just after compresion its all good. That covers all the basics. has the car sat for a while, if so your gas might be bad. Are you trying to turn it over for too long to the point your flooding it out. Thats the basics if trying each of these things doesnt reveal the true cause take it to a liscensed mechanic it could eng up being severe engine damage or some computer glitch or it could be electrical. either of those you probably don't want to try it. good luck and get it started

Goto Autozone and have the codes read from the check engine light. That will point you in the right direction of the problem. The oil consumption doesn't sound good, tho. You might need new piston rings and a rebuild. $2500 isn't too bad for a complete rebuild. It's a lot of hours of work. You could probably get an other van for that much, however.

Bad connection on the battery or ground and possibly a bad battery. P.S. Spark plugs won't help if the motor is not turning over. Hope I have been helpful.

first be clear about kicking over. if the starter spins the engine but it will not run( is that it?) then you check for spark , for fuel delivery, for that it has not jumped time, that it is developing compression. If you run all these tests properly, in that order, by then you will find your problem

Sounds like a weak battery could be a start. If not, check you fuses and any voltage regulators
