It depends on what kind of fight it was and if there were weapons involved. By weapons I don't necessarily mean guns or knives. They are both some big dudes.

hands down Phillip banks. Carl is a semi-bumbling fool that manages to mess things up terribly. Phillip is kind of like the kingpin and the majority of the time is a force to be reckoned with. plus he has plenty of training of tossing bodies via jazzy jeff. the only thing Carl's been tossing are donuts into coffee, stereotypical.

Yeah yeah , i know who they were. I'd say banks, he seemed like he'd throw down if he was really mad , then again , winslow would probably arrest him cause ya know....he was a cop. Banks would probably fight the charges and then sue winslow , cause ya know.....banks was a lawyer.
