Well, technically even a baby is a preteen, since the prefix "pre" means before. But I categorize 6th graders in middle school as preteens and those in elementary school as grade-schoolers. That's just my arbitrary mindset, so don't get hung up on the lable.

no you are not a preteen until you are 12. Thats the number before 13. (thirteen) Notice the teen at the end. So u wont be til u r 12!!!

Seriously I think the pre-teen thing is ust name to get you guys worked up and start getting your bratty attitudes...so grow up and be mature not an annoying little brat...with the knowledge of a 11 yr old (oh right you are 11 soooooo dont get the pre-teen name stuck in your head!)
