Presumably by " The Elastic Man" you mean Plastic Man. He would likely win, as he's far more versatile, and durn close to unkillable. On the other hand, you might mean The Elongated Man, as he was also a long-time JLA member. As he seems to have stopped taking the Gingold that makes him stretch, since his wife died, Mr Fantastic would whup him in a minute.

I think both can stretch quite far, although elastic man may be able to stretch a little bit further. However, Reed Richards is far too intellectually superior to be defeated by the likes of elastic man.

You either mean Plastic man or Elongated man. They're pretty different characters with different powers so you'd need to specify.
