Absolutely not! It all depends. Some people are loyal because they are unable to get a job anywhere else. Some loyal employees have been at the same place for years and have never had any outside training. What does "a good employee" mean to you? Someone who consistently does a good job and you can depend upon? In that case, a good employee would probably be loyal, as well.

Not always because sometimes someone who is too loyal may not be looking out for your best interest and may not tell you if something you are doing is out of line or could get you in trouble (ethically, financially etc.) down the road.
There's nothing wrong with loyalty, in most cases it's very comendable but I think in extreme cases it can be taken too far. For example, people who are loyal to extreme leaders are loyal to a point where they cannot see the value of other people's lives. It may seem like a "good employee" to whoever their leader is because they are so loyal, but to the rest of the world that person may not be so good. And in the end of you do things that compromise your own conscience just to be loyal you may regret the choices and actions you took.

It depends on what you mean my loyal. If you mean that they never miss work, never take sick days, work over vacations, work extra when needed, then my answer is no. They may always be there, but are not productive and may be trouble makers. If you mean that they work hard, get there jobs done on time and correctly, then my answer is yes.
