Can only guess that you are speaking of a Hot air Balloon dropping artillery. But I think it was only for reconnaissance.

None. There were no planes at that time. Army, Navy. . .yes. Aerial?? It didn't happen until the 20th century.

Bull Run under gen. McDowell? Plus they did use ballooner's some back then.
