I have never been with a girl, they dont itch, but they are there. They are on the underside and resemble warts. Is that normal?

It can be normal. Some people are naturally proned to getting warts. Some have them their whole lives and some develope them as they get older. They my have warts constantly growing on their hands, chest, face, etc. The warts come back no matter how much treatment is done.

You should still get these check. You can catch some VD in a public bathroom or through shaking hands with someone who did not wash after masturbating and then using the bathroom yourself.

This is completely normal. They are little, pin-head size bumps, white-ish, on the underside of your penis close to your scrotum and on your scrotum, right. These are just glands. Some guys have more prominent glands than others, but we all have them. Don't listen to the wart idiots.
Also, Fordyce's spots are small, painless, raised, white or pale spots or bumps 1-3 mm in diameter that may appear on the penis, as well as the inner surface and vermilion border of the lips of the face. They are a form of sebaceous gland, and are not known to be associated with any disease or illness. They are of cosmetic concern only. They are non-infectious and a totally natural occurrence on the body. Vaporising laser treatments such as Co2 lazer or electro dessication have been used with some success in diminishing the appearance of this condition if they are of cosmetic concern. They are named after an American dermatologist, John Addison Fordyce.

Genital warts are an epidermal manifestation attributed to the epidermotropic human papillomavirus (HPV).
Painless bumps, pruritus (Itching), and discharge are the chief complaints encountered with genital warts.
Generally, two thirds of individuals who have sexual contact with a partner who has genital warts develop lesions within 3 months.
A history involving multiple lesions, rather than a single isolated wart, is more common.
Involvement of more than 1 area is more common.
History may indicate previous or other current STDs.
Oral, laryngeal, or tracheal mucosal lesions (uncommon) presumably transfer through oral-genital contact.
History of anal intercourse warrants a thorough search for perianal lesions.
Lesions may regress spontaneously, remain static, or progress.

no, that is not normal you should first go to your family doctor and have them checked out sounds like warts of some kind. Get to the doctor and don't be ashamed or embarrassed and don't put it off.

Sometimes that happens in young men if a hair is growing in and gets ingrown. It's a little bitty infection in the hair follicle. See if there is a piece of hair that curves around and goes back in. If so, pull it out and it will heal.

Nope. Sounds like genital warts. You may have been born with them, it does happen. I suggest you go see a doctor.

Did you cut your pubic hair and nick your penis at the same time? It should over time go away. Stop thinking about it. It is not the end of the world.

dude you are normal-- it is simply follicale /glands etc-- just be cool and next time you are at the doc just say -- "hey check this out doc"-- they are cool about it and will make you feel comfortable-- if youhave never been sexually active with any one the odds are a million to .00001 that there is anything to it

Yes in most cases they are normal, and are just undeveloped hair follicles, however if you are worried it would be best to see your doctor.
