And that the schools look the same. Is it the same set, which is why the high school is called Bayside also? The stairs look the same for both schools as well as the lockers around them...

That's so Raven and Saved By the Bell each use the same school set. Also, Bayside is a popular name, which is probably why the Producers of That's so Raven decided not to bother with changing the sets.
