Any of the 250 cc's will be great on gas. My 1450 cc Harley get's right around 50 miles to the gallon. My little 250 cc Puch gets about the same, maybe a little more. It will also depend if you do city or highway driving, Highway and my mpg goes down just like in a car.

Economy means Passion Plus (100 cc)
everything is good but everything is not that Good (not the best )
but if from that point of view (economy) this the best that you can get .
then is 125 cc Shine
150cc Unicorn

Economical Price wise or milage wise? Any bike will give you 40to 50 mpg in the 450cc to1800 cc range

There is a diesel engined bike from India that does about 200MPG, but it only has 12HP and tops out around 55mph
