FMEA is Failure Mode Engineering Analysis. FEMA is Federal Emergency Management Agency. FMEA's are used to avoid most common failure types depending upon their frequency of occurance and risk of damage. FEMA is supposed be there in case of emergencies. One of their biggest roles is in case of a nuclear, or biological attack. Most people think FEMA's primary mission is to help people after natural disasters, and that's not necessarily true. If it were, they have some work to do.
