In the south, it's called love and marriage...
Incest, by definition, is :
sexual intercourse or other sexual activity between persons so closely related that marriage between them is legally or culturally prohibited.
So, if the law (with no regard to religion) says you can marry your cousin, then it's not incest. If the law says you can't marry someone in your same town with the same last name, then within the definition above and presuming you have some sort of blood ties, then it's incest.

Incest is when a father sleeps with a daughter or a mother sleeps with her son or a brother or sister sleep together i feel. I believe this is what incest is.
