The bulbs have stopped growing when the leaves start to turn brown. That is the time to harvest your garlic

It is past time. You plant on the fall Equinox and you harvest on the longest day of the year - June 21. Around that time the plants will start changiing, putting up a spike that if not removed will form a flower head and then seeds. All growth stops, as the energy now goes into the flower and seed. I've tried cutting the spikes but never noticed any difference in the size from waiting. It may even be detrimental to let it go to flower.
