Cyclops--team leader, team player, all alone, powerful eye blasts but he's old-school and doesn't usually kill--or cuss. Hmmm....
Punisher--antisocial as all hell, always armed to the teeth, his only super power is that he "never reloads", and his whole purpose is to kill, kill, kill.....
Gee, does this get some sort of award for Dumb Question of the Week or what? ;)
Okay, maybe if you loaded Mr. Summers up with steroids and Prozac and got him some gun training and got him all aggro for some reason (**snorts** yeah right) he might last another minute or three before Wolverine has to take a time out from his gigs at the Avengers, Alpha Flight, the Defenders *and* the third Weapon X 1/2 project to go *save* his purple polyester wearing punk....ehhh, screw it, fanboys have no sense of humor....
Punisher wins, until the backup shows up, then Frank Castle gets sliced and diced into hamburger and barbecued with some teriyaki sauce, bub. :p

Cyclops would easily win because punsiher's abilities are limited to the number of weapons at his disposal. Cyclops would use a single blast rom his eyes and could blow a solid hole through his chest melting away any weapons around him. Not that I like cyclops, he's a pompous pretty boy and needs to be kicked in the head.

hand to hand combat Punisher hands down...if Cyclops can get away from him and at a distance he might got a shot if he were able to hit Frank with an optic blast !!!!! but hand to hand ...Punisher would kill him !!!!! unless Cyclops tagged in wovlerine !!!!

cyclops has more raw power, but punisher has more skill.
punisher would take this because he knows about cyclop's inability to control his power once his visor is taken off.
